thermal power project of Assam

The Assam government has taken a major step towards strengthening the power infrastructure in the state with the foundation stone being laid for the 3,200 MW Thermal Power Plant at Chapar in the Dhubri district. The project is being developed by the Adani Power Limited, and it is being described as one of the single largest investments made in Assam and a significant addition to the energy infrastructure of the Northeast India.
The Assam Chief Minister Himanta Biswa Sarma has laid the foundation stone for the project on September20, 2026. The initiative is part of a broader effort to position the Assam state as an emerging energy hub, with several large-scale energy projects currently being developed or planned in the State.

A ₹48,000-crore investment

The Chapar thermal power project involves an investment of approximately ₹48,000 crore. With a planned capacity of 3,200 MW, it will become the largest power plant in the northeastern region.
The project is being handled by Adani Power Limited and is expected to represent one of the largest individual investments in Assam. The scale of the investment makes the project significant not only for the electricity infrastructure of the Assam but also for the industrial and the economic activity in the region.
The project is part of a much larger ₹63,000-crore power investment programme in the Assam by the Adani Group. According to the report, the broader investment programme is expected to be commissioned in phases beginning from December 2030.

Assam’s emerging energy hub

Speaking about the project, Chief Minister Himanta Biswa Sarma said that the Assam is rapidly emerging as an energy hub, with the several major energy projects in the pipeline.
The 3,200 MW Chapar project has been presented as an important outcome of the Advantage Assam Investor Summit 2.0, reflecting the efforts being made by the state government to attract the large investments.
A major power project of this scale can have implications beyond simply the generation of the electricity. The large infrastructure projects require the construction, the transportation, the engineering, the maintenance and the other supporting services. This can create the opportunities for the contractors, the suppliers and the local businesses.

Employment and economic opportunities

The project is also expected to generate the substantial employment opportunities during its construction and the operational phases. The State government expects the increased economic activity around the project to contribute to the SGST (State Goods and Services Tax) revenues. The local industries and the enterprises could also participate in the emerging industrial ecosystem associated with the power plant.
For the local businesses, its development could create the opportunities to supply the goods and the services required for the construction and the operation. The contractors, transporters, equipment suppliers and the other service providers may become the part of the wider economic network of the project.
The report also notes that several families, including the migrant Muslim families, were present and expressed excitement about the project, reflecting the expectations surrounding the employment and the economic opportunities in the area.

Other projects in the pipeline

The Chapar power plant is not the only major energy project included in the investment programme. According to the report, the larger ₹63,000-crore power investment also includes the two pumped-storage plants with a combined capacity of 2,700 MW.
The pumped-storage power plants are generally used to store the energy and provide the electricity when the demand is high. Such projects can play an important role in supporting the stability and the flexibility of an electricity system, particularly as the power requirements increase.

What does the project mean for the Northeast India?

The development of the Chapar thermal power plant represents a significant expansion of the planned electricity-generation capacity of the Assam state. Its 3,200 MW capacity, the large investment size and the associated infrastructure make it an important project for the region. At the same time, the long-term significance of the project will depend on its implementation, the environmental and the regulatory compliance, the availability of the required infrastructure and the extent to which the local communities and the businesses benefit from the investment.
If completed according to the announced plans, the Chapar project could become an important component of the future of the energy infrastructure of Assam while creating the opportunities for the employment, the local businesses and the related industries.
